What else is the UK census for, to require police powers for census officials?

A 100-strong army(?) of census enforcers has been given police powers to gather criminal evidence against householders who fail to complete the national survey, The Daily Telegraph has learned."

.. census .. enforcers? .. police powers .. criminal evidence .. disengaged public .. why would people ever .. be disengaged ..

and why would that disengagement requires .. to be handled under the premises .. of a police state ..

and what is then .. the caring state .. eager to provide services .. allocate them through the census .. why would the public .. feel disengaged

and why would the state .. feel that they have to enforce the census .. if it's only .. for the provision of services ..

what else is there .. that the state .. is reluctant to reveal .. that suit the call of police powers .. for the census officcials

in the eyes .. of the state .. and their agents .. individuals .. seen .. as criminals
